The Demise of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of conflicting incidents captured the harsh reality of the current period. By day, political struggles are conducted: optimistic declarations are released from different nations. Significant resources is devoted on containing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track missile launches from enemy soil, a capability enabled by current data. From witness perspectives, military aircraft that had been dispatched to engage hostile guided weapons flew past – modern combat jets supplied to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems thundered: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through Western nations. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly becomes resigned acknowledgment: possibly the approaching threat won't hit its mark this time, preventing destruction from catastrophe and another blackout.

Continuous Dangers

Soon after, a heavy machine gun fired at a unmanned aircraft close by, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.

Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and utility failures in many homes as a result of the night's assault. As typically, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's vital need on external assistance – a dependence that European nations are demonstrably unable to fill in the short term.

Unsuccessful Negotiations

The 28-point plan from US administration generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, no doubt, continue.

Tactical Assessments

It is convenient to criticize particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a assumption familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The American government presumes that it is unfeasible to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, American administration does little to deter Moscow, through statements or actions, from assuming that the status quo will not evolve additionally in its benefit in the near future.

Conflicting Perspectives

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a entire defensive failure until situations evolve in its benefit.

Existing Situation

Objectively, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all did their job.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on sustained allied backing.
